I don't think there is any logic behind the IRCC delays. I am pretty sure they will blame it on Covid no matter what and process things as slow as they can! I feel like ordering GCMS is also a waste of time and energy as nothing matters and nothing changes. Despite asking several times, they said there is no problem with my file, it is the normal processing delay for covid, decision has been made for the last 7 months, the test was cleared 1 year 6 months before, 23 months+ and counting since they received the application! I doubt if they would process it this year! The online system (generic one) just got updated on July 13th, and it shows now the timeline of May 19-25, 2019! August 2019 seems like a distant dream!

yeah, they are blaming everything on covid. Org around the world have found ways to work and some have achieved better efficiencies than pre covid . IRCC just got an excuse for all their sloth. I see my tracker Physical presence and lang have not been completed. l I understand test and oath ceremonies were delayed(rightly so) and it took time for IRCC to build online capabilities, but other things they should have completed, what were they waiting on? Its just an inefficient org that needs to be revamped.

DM in ECAS on July 12, new tracker says July 9 as completion date for prohibition, presence and language. Test completed April 4.

So i got my notes from CBSA. And i laughed really hard. It was just a summary of my gcms notes from IRCC. 5 pages lol But i know now that my case is non routine and my residency needs to be reviewed. So i do not know how long it will just remain seated.
