I am Sorry for your loss.
You should inform IRCC about the situation using webform and send them the death certificate. Mention that you want to proceed with the application making your mom the principle applicant.

Well I did inform them about it. They have twice only send me guidance how to link my profile to online account. I was assuming they want me to open an account there and perhaps I can change stuff from therein.

There are agents with whom you can talk. Sometimes lines are busy and they dont forward call to agent. However, if lines arent too busy, your call will be transferred to talk to agent and there is also an option of call back if wait time is long. Hope this helps.

Oh, that's weird. I linked it in Feb 2021 if I remember correctly.
