Will WES documents get delivered due to Canada flight ban?

During ban periods there will be no courier services transporting via air, except if the consignment pick up date was 5 days prior to the ban and if it's marked urgent by opting for quick delivery and the premium payment is done, yet if the government bans total air transport in and out of the country except emergency services then the couriers won't be able to send unless the ban is lifted.
