I don't know if it made any difference, but I have been contacting my depute, sending webforms and complains, asking GCMS notes, talking to the press. I have finally got the decision made, even if I don't know how long I will wait for the COPR.
Maybe I would have gotten to this point anyway, without complaining, who knows.

Is it possible to keep the Federal QSW application while working in Ottawa and living in Montreal?
The QSW is really a pain in the ass and takes too long time to wait for a PR.

Option 2 is to restart everything from Ontario. In this case, can I get the refund if I cancel the application?
Any suggestions would be appreciated.

I also did too many webforms.. too many complaints but nothing yet

I do not think they will take outland applications into account this year, unless a miracle takes place. Seemingly outland applicants are being neglected and authorities are turning a blind eye and a deaf ear on us. I have hired a rep and and paid a lot to work out my application, in addition to the IRCC and MIFI fees and everything! We are also educated and experienced and may even bring some decent cash into Canada, we can simply contribute, Do not we deserve some attention!!!!
I have started this journey in 2015, I was 30 years old and young enough to migrate, now am turning 37 in like 4 months and literally lost the interest to start over into a new place. I should have been into other programs of New Zealand or Australia, it would not never take all that long.
I have completed 27 months and it seems its an endless dull journey... I wish all fellow outland and inland applicants the best.... Good luck
