I got my PPR yesterday and my flight is on 15 MAR.
should I fill now or once I reach India?
You can fill it up before boarding your flight too. Payment link (post webform submission) most probably will come to your email id in few days (at least 7 days I guess looking at my own experience and others). Post paying also your passport pick up will be scheduled either next day or two days later. So sit back relax and switch praying from IRCC for approval to VFS global for PP in IndiaTy

No I didn't uploaded any documents which are optional. Do I need to upload it.

No, you did the right thing. you don't need it. I was just asking to know what could be the reason for delay. I don't know why they are delaying, I need to go to India soon. So worried.
Consent form is just an ordinary form you have to sign and submit when the blue dart courier guy comes to pick up the passport. Hopefully I get the payment link and passport pick up soon so I can give better info.
This is the auto response from VFS global passport submission:
On successful receipt of payment, we will share the airway bill number for pick-up of the package along with courier form and consent form after the payment has been received.
Important:
• It is mandatory to submit a duly completed and signed VFS consent form, courier form and any other document required by the High Commission along with the Passport.
• Kindly Keep the envelope ready with all the documents mentioned above and hand it over to the Blue Dart courier executive.
• Please create separate envelopes per applicant (for whom service has been booked)
• The airway bill number must be provided to the Blue Dart pick up staff on the date of pickup and write the below text on the envelope.
