I did not mention in my study permit application that was denied a tourist visa to USA while in Romania, i was issued the study visa. Now i have been sent an ITA under the provincial nominee program. i am wondering if the leave the information as is or to declare it now and won't result in a ban.

If you don’t declare they will find it and you will he admissible for 5 years. Remember that Canada and USA share information with each other. You can try to hide but it will come out . If you didn’t declared yet declare it as soon as possible . Note in study permit they don’t do background checks but for pr application they do and it’s 100% it will come out . You can write letter of explanation and apologize in that it was mistake and you are declaring now .
