Well, obviously I have no concrete proof as I don't work for IRCC...but based on forums and facebook groups there are certain countries getting AOR's within 2 months of sending apps and then 8 months for COPR. What do you think is the logical explanation that these applications from November/December are being opened yet people from July are still waiting for AOR?
It's clear they have some backlog or other issue with the first stage, aor, and have 'jumped' some months, perhaps by moving more recent files to a different place or process.
But since the input number of apps from countries is not known (how many apply), drawing conclusions about some countries getting prioritized at that stage is also not knowable.
And doing so based on impressions from groups is almost certain to be wrong.
It's completely 100% Random.
Think of there are huge box's of applications. And they go in and pickup whichever package they feel like it. That explains why some people get AOR in 1-2 months, and some in months +
There was a very long period starting with the first covid lockdowns (March) where AORs were just trickling out, almost completely frozen.
So I have no inside info but it seems increasingly like they are either working with a different process for more recently-received files (more digital? Dunno), and/or they have boxes of files that are being picked up and moved somewhere for work on separately.
[So unfortunately does NOT look like more-or-less first in, first out as was roughly the case before, but have boxes that are being sent to different 'assembly lines' (that also have their own issues). Who knows, perhaps they have a large room that is piled high and they are working their way through that large pile.]
I don't think it's random per se but to outsiders might seem like it.
