since the spousal sponsorship takes lot of time unlike for the folks on work permit.
As a Permanent Resident what are the other avenues do I have to get my spouse to join me faster ?

No, but your spouse can apply for a TRV to travel to Canada. It won't be easy to get, as they have a PR spouse in Canada and they might not be seen as true visitors. That's the fastest way to reunite with your spouse.

The only way for them to get an OWP is if they travel to Canada and you sponsor them through inland sponsorship.

Not as a spouse of a PR.

If he/she qualifies to apply for an open work permit in some other ways, then she/he can apply.

There is no open work permit available for spouse of PR outside of Canada.

Assuming you are eligible to sponsor your spouse, your spouse would come to Canada on a visitor’s visa and you would then apply to sponsor them as a spouse (inland) and apply for an open work permit at the same time. No working until getting open work permit.

Only if spouse gets a visitor's visa. As Qwertypod replied.
 
I wasn’t aware that all spouses abroad needed a TRV prior to entering Canada.

I understood it depends on the citizenship I.e. some citizens get it on entry, not in advance.

Not all need TRVs, some can come to Canada on an eTA. eTAs are a lot easier to get, so normally the spouse would've already travelled to Canada, so the assumption is that they need a TRV (it won't be possible to get this on entry as they need this to be able to board a flight in the first place).

Not all spouses needed a TRV. But since you mentioned visitor visa, I just assume that person do not have a visitor visa-exempt passport.

If spouse has a visa exempted passport, they can apply online for eTA, come and apply inland including OWP.
 
I don't know a petition link has been removed but there was some petition from a MP and she received a response that spousal PR applicants can apply for TRV provided they can show reason of moving back once the stay has been complete. can I apply for TRV then ??
I am asking this because what are the chances of approval.

You can apply. Chances of approval are the same as before.
 
They can always pursue an educational degree and come here on a student visa. Perhaps that is an option worth considering, albeit an expensive one and dependent on them getting admitted to a school in the same city.

You run into similar issues with applying for a study permit. Very difficult to show that you will return home and your ties are stronger in your home country. Would expect there are better chances of approval when doing an advanced degree like a masters or PhD.

Wouldn't delay applying for sponsorship since TRV and study permit are far from guaranteed. Would apply for a TRV it won't hurt your sponsorship chances and you may get lucky and get approved.
