I called IRCC today and the agent said Criminality in progress, which was the same in November and my VO is Calgary. Not sure it's going to take for the processing time. I asked about the process bar and the agent explained that since March they are not following the time frame of 6 months. He also said I have to wait for a minimum of 6-8 months and possible more. Anyone else from Calgary VO who's been waiting for long?

Also, can files be transferred to local visa office without eligibility review from CIO?

I have been following this thread and never have really posted here. Since everyone has been calling the IRCC, I decided to do so as well.

I spoke to the IRCC agent today. He said that my eligibility had been passed. I specifically asked him if it was both stages of the eligibility. He said 'yes, both have been passed, its done'. Then he said that criminality and security checks have not started yet, but will start now. Also the file is still at the CIO Nova Scotia, it is being worked on and background checks will begin soon.

20 minutes after speaking with him, I checked my profile. I saw that application had been updated. The BGC had been changed from 'we are processing' to 'your application is in progress, we will let you know when we begin your background check'.

My AOR is 27 Oct. FSW-O.
AOR 27, ELIGIBILITY PASSED, security not started, criminality passed

Just will like to update the latest status of OCT 2020 AOR , FSW EE Outland Indian applicant after giving BIOMETRICS IN DUBAI 2 DAYS BACK. Thought this might help.

Primary VO : OTTAWA
Secondary VO : Sydney , NS ( file currently processed here , told that once file is approved it will be sent to Ottawa VO to issue PPR ). Even though my last two calls to IRCC I have been told that my primary VO was Sydney,NS and secondary was OTTAWA. Not sure which one to believe.

AOR : 20th Oct 2020
Medical PASSED/BIL received : 27th Nov 2020
Eligibility PASSED : 21st Dec 2020
Biometrics Completed in Dubai : 14th Jan 2021
Biometrics updated in portal - After 15 min
GU : 15th Jan 2021

YEs, CBSA ad GCMS notes are the same, except that they are released by different agencies, and since CBSA delays with security screening, they in most cases do not redact security related info. IRCC and CBSA both use the Global Case Management System (GCMS).

Yes, the files can be transferred, and they are done based on many factors such as workload, country specific knowledge etc. Therefore the VO where your application is irrelevant, what matters is at what stage your application is at.
