Well, not all Europe is a part of the EU. I am talking mostly about those non-EU residents who make transit in Europe
I guess as long as you have counterfoil in your passport, you're good to go. I have travelled from India to Canada and vice versa with layovers all over the Europe and not once, they asked for POE or even actual study permit. They always asked me for counterfoil on passport.

How recent was your latest travel without the permit? I traveled to Canada in mid-November. If you traveled before I did, then maybe they changed the requirements to board a person on a flight

My old permit got expired. But I have travelled almost 1-2 times per year since Fall 2016 - Winter 2020. The first time I travelled in Fall 2016 from India to Canada was a direct flight, so can't comment on that. That time I did have the POE and on the border, I was issued my permits. However, after that, I have always taken flights with layovers and they never asked me for my study permit at any layover site, just my passport.

Which month was your latest travel to Canada? I am talking about traveling without POE for the first time. In November, the airline staff asking me to show the letters or the permits directly at the gate along with ArriveCan app.
Of course, in 2016 it was super different than now. I do see that the entry now is not as strict as it was back a month and a half ago. It does make me happy, but, still, just because we are still in Canada being almost closed each person who desires entry should be extra prepared. I wouldn’t fly without the POE letter. OP should not worry, their letter will eventually come in around this week

First of all, I'm the OP lol. And I haven't travelled to Canada since the pandemic happened. But I believe waiting for POE and cancelling your flights/hotels just because of POE is not a good idea. Of course, if an individual is not comfortable traveling without POE, then sure wait. But I would suggest please contact Canadian High Commission of your country (delhi in my case) and also contact CBSA too.

I personally didn't receive any POE for study permit (SP). I just got one POE for WP (I'm in a co-op program). And because of this issue, I contacted Canada High Commission, Delhi and got this response from them in-written:

Thank you for your email. This is in response to your recent email enquiry to the Migration Section of the High Commission of Canada in New Delhi.
Port of Entry introduction letter is not required for you to travel to Canada. The information about your permit is in our global computer system and can be accessed by immigration officials in Canada. Please proceed to travel to Canada within the validity of the visa placed in your passport, your permit will be issued upon your arrival in Canada.
Please continue to follow us on social media for regular updates. Click on our Twitter/Facebook/YouTube links below.

Moreover, I called CBSA and they confirmed the same thing. So, it's all good.

Even my lawyer says the same can't take anyone or anything seriously from the internet these days. Unfortunately, Not all international students end up getting PR, most end up just flying back and forth for years, especially iT'e backgrounders. Doing a semester in combination of part time plus online outside Canada makes one ineligible for PGWP, strict on PGWP issuance these days irrespective of POE which is nothing. No PR even after studying ? Read This.

How much time did pass since you got your counterfoil? I only got my letter 3 days after getting counterfoil details. However, I guess it is safe to book tickets about a month from now. By that time you will have the letter in your account

People are recieving ppr for sds but only final decison says application was approved

Review of eligibility and background check remains the same. “We are reviewing your eligibility” and “we are processing your background check”

What does it mean ??

Don’t worry. Once you get counterfoil stamped in your passport all of those statuses will have their final dates. My wild guess is that your passport is the final thing they need to check before stamping

Yeah that's normal! Once you're gonna send your passport to them, they will put counterfoil and that's when your application will be finalized.

Ohh. I was scared because I recieved opr 2 hours back. Did the same thing happened with you ?
Yeah don't worry about this at all. Same thing happened with me. Even your final status should say something like "your application was approved. We need your passport to finalize your application". Doesn't it?

Yes final approval says your application has been approved and i recieved opr but eligibility shows “we are reviewing your eligibility” and background check shows “ we are processing your background check”
