Yes you can do that but you will have problem with your luggage.
Toronto to Ottawa local airline only allow 1 hand carry and 1 luggage bag of 23kgs..for extra luggage you have to pay them.. so my suggestion you should go on road to Ottawa with your family

Get a connection flight. PIA won't do it. I believe Qatar airways does it will be a 2 stop flight, however u won't have to worry about your luggage.

Best advice is call the travel agent you booked your flight from or PIA (if u booked thru them). And explain your situation. As mentioned above you will likely have to purchase a domestic flight from yyz to ottawa. But I'm unsure how much they charge for extra luggage. Sorry I couldn't be more of a help
why not your husband should receive you from Toronto Airport and then go straight to Ottawa by car ? its only 6 hours drive. By taking connected flight some times peoples lose their luggage.a new headache.

Probably not the most feasible idea during Covid for him to drive. And while luggage can be lost it’s easy enough to fill out a lost luggage report. They lost my husband’s luggage after his Air New Zealand flight because it ended up on the wrong flight from Vancouver to Toronto. Air Canada delivered it personally to our house though so it was fine. I would suggest a domestic flight to Ottawa, but yes paying for extra baggage would be the main hurtle.
My first suggestion would have been a connecting flight as it’s more convenient, but she didn’t seem too keen on that.
