have applied International student stream with Job offer OINP and I got the Intent to refuse letter saying below

"As such admission in to this program did not require the completion of a degree,as it also admitted holders of Diploma & those with equivalent work experience "

When the time was applied to OINP following was the requirement

  • a degree, diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement.
Now OINP saying following
order to be eligible, your one-year program must require a completed degree as an admission requirement. One-year programs are ineligible if they require “a degree or a diploma”, or “a degree or work experience”, or similar, regardless of whether you personally completed a degree program prior to being accepted into the one-year program.

My question how can they issue such a Intent to refuse letter since I'm having my previous Degree and also this conditions was not there when I was applying to the program
I need expert advise how to sort out this matter since I have 30 days advise my eligibility to OINP .

You are asking everything from me
I'm looking some advise to my issue currently
Dont take me in wrong way, I am asking you this because, they did assesment on your application and at that time they did not found any query, but during DIP they refused. This does not make any sense, as assesment is stage to verify if you are eligible or not or if they need more doucment form your side.

If they have to refused application due to this issue then why they wait this long?

I am not an expert but I will just give my opinion on this. According to this statement you had to study a 1 year program that needed a completed degree in order to study here in Canada, like a graduate certificate for example. I don't know what you studied or when, but that is pretty much what is going on. If you studied a 1 year diploma despite you having a completed degree somewhere else, if this 1 year diploma didn't have that requirement that they are listing above, you are not eligible.

You are mentioning that these conditions where not there when you applied for this stream, maybe you can show them that?
Again, I am not an expert and I hope I threw some light instead of wasting your time, apologize if that was the case.

As far as I know in after 27th Who ever doing 1 Year program not going to qualify
Secondly they cannot change Immigration rules suddenly always consider to rules by the time of applying

So when did you graduate from the Canadian program? Not sure what “rules have changed” recently. Provinces can change their programs anytime.

I had my Masters degree before from that only I got my college admission to 1 Year post graduate program .
1 Year program was eligible if you have a Degree before according to OINP
