@robertp @serious_cheese @laxsun police certificate and updated ScheduleA were submitted to IRCC today. Now we wait to receive a call from Service Canada for biometrics appointment.
Just thought I would share that Mexico VO responded to my email and asked that I email them to let them know the biometrics have been collected. I'm assuming because my mom is in Canada

Recieved a request for voter id and/or Aadhaar card. Don't have these documents since they never lived in India. Does anyone know how soon after sending in the required documents does CIC make a decision?

Hello, I have asked a few times here, but I haven't heard anything from CIC since November 15, 2019 saying "Your application has been accepted under the intake cap for 2019.".

I checked on https://services3.cic.gc.ca/ecas/viewcasestatus.do and both Sponsorship Application Status and Permanent Residence Application Status are still showing as "In Progress". Did I do something wrong in my application?
I am in the same boat.... i received confirmation on oct 26, 2019... Now status "In process" since feb 17, 2020

is your mom in canada?
Yes, I don't know if it matters. All the documents were done from here like Indian PCC (by visiting BLS) and Medicals etc. (from Canada itself).

BTW, there was no separate PCC request. It was a part of generic ADR request (Nov 22, 2019) in which copy of passport, CV, and country specific documents were requested. So you may want to update the PCC request date as Nov 22, 2019 itself. Also, no biometrics request till date.

Thanks i have updated. I believe IRCC is prioritizing applicants who are already in Canada to clear some of the backlog of applications.

Have yr mum done biometrics before for any visa & etc?
Yes, at the time of super visa (about 5 years ago). Most likely she is exempted, I noticed that in GCMS notes: Biometric fee is on file. PA is exempt under public policy. VO to review R.11 based on: country of nationality

And here's the Biometrics status on this page:
