Please I need opinions about my GCMS notes received in April.. I have ordered a new one yesterday to see if there's been any updates.
The last call and webform confirmed status still on Review required.

Understanding “Review Required”

A lot of applicants see “review required” in their GCMS notes for eligibility. There are many theories floating around with regard to what “review required” means and if it is alarming.

Before I venture into explaining the significance, it is important to understand that each application goes through the following stages as per the Immigration and Refugee Protection Act and the regulations (Canadian Immigration Law):

R10 – Completeness Check
Criminality
Medicals
A11.2 – eligibility
Security

Out of the above, the most important stage is eligibility. This is also the most time-consuming stage because your documents have to be verified, evaluated and assessed to ascertain that you meet the eligibility criteria for the program you have applied (FSW / CEC / FTW). To stream line this process and make it easier for an immigration officer (decision making authority), all applications are first evaluated by case analysts or program assistants. They review the documents and summarize it in the GCMS. If they have any concerns with any document or want the immigration officer to carefully look into a specific document, they will flag it as “review required.” It is the content of the note that is important here. If the review required is for a specific document, while the summary of the note says that an applicant has met the eligibility, or “ready to finalize” it simply means that while the applicant has met the eligibility criteria, but the specific document needs a careful examination form the officer before promoting (eligibility pass) by the officer.

However, if there are concerns, there will be a review required for the eligibility, and there will be no text to the effect “ready to finalize” or pass. The note will specifically state job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. This is where an application can land in muddy waters. But the final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant.

Even in cases where the analyst / assistant is of the opinion that the applicant has met the eligibility, and there is no “review required,” the officer can replace it with his own opinion. Though rare, but it does happen. This is why the eligibility is only passed when an officer conclusively marks the eligibility as passed.

Finally, there is “review required” for PoF. This is the most common in many applications. This is because, the financial and banking practices of each country are different. Eg. Fixed deposits are know as Certificate of Deposit (CD) in the US. Similarly, treasury bonds, mutual funds, stocks, and many other investment vehicles are there. If your PoF anything other than a bank deposit, it is more likely that it will be marked as “review required.” Also, IRCC does not go by day to day fluctuations in FOREX. Instead, the Canadian federal government issued a quarterly conversion rate for all FOREX vis-a-via CAD. If your PoF is in a foreign currency, then you may have “review required” for the officer to make a determination.

Just because you have “review required” does not mean that you hit the panic mode. Instead, read the context in which it is there. If there is a concern regarding a document, you can send a replacement document via CSE. The most common reasons for RR are:

1. Work reference letter without job duties
2. Work reference letters missing all the details requested by IRCC
3. If you submitted a letter from a colleague because you were unable to get one from your employer, but did not have a LoE on file, this too will lead to RR.
4. Not sufficient work experience in the primary NOC.
5. Inability to verify your employment as your employer details are missing.

There are just some of the scenarios.

I have a question, I received PNP nomination in April and I was provided express entry nomination/ ITA on April 27. However, I have dropped a point less due my age on eligibility criteria and I am submitting the documents for the ITA today. My spouse has not taken any IELTS and if she had I could have increased the score and met the eligibility criteria.
My understanding was that since my nomination was before the reduction of the points in the eligibility criteria. I did not need to increase the points because my express entry account will be freezed. I highly appreciate your replies and comments as experienced members.

If you dropped a FSW point after ITA and before today, you should be good but the exception needs to be approved by the Officer. Your file would be under Review Required and only an officer would have the authority to pass your Eligibility. Here's the official verdict.

Exemption to section A11.2: candidates whose birthday occurs after they receive an ITA
An applicant may have a birthday after they receive an ITA but before they submit their e-APR. Their change in age may lower their CRS score below the lowest score in the round of invitations. It may also result in the applicant no longer meeting the minimum requirements of the FSWC and, consequently, no longer meeting the MEC, resulting in a refusal based on section A11.2.

When a change in age results in the candidate no longer meeting the MEC or having their recalculated CRS points score fall below the lowest points score in that round of invitations, officers should consider applying the public policy to exempt applicants for permanent residence from certain age-based requirements between invitation to apply and application, based on section A25.2. This consideration can result in an exemption from the refusal of an application under section A11.2.

This public policy also grants an exemption to applicants who may be refused for failing to meet FSWC program requirements when their birthday occurs between the ITA and e-APR.

Since you have uploaded a LOE to clarify their concerns, I think you should just wait and see what the second sets of GCMS notes says.
You can proceed with what's on the notes.

Thank you. The VO is Ottawa. Just ordered the GCMS some days back. Hopefully it brings good news.
Also, there's no request for RPRF yet which is why I think the file hasn't being touched yet. Is it possible for eligibility to be passed and security initiated without RPRF being requested and no ghost update? I log in more than 3 times daily so there's no way I could have missed anything.

I can't say for certain, but it is very unlikely that your eligibility will be passed without RPRF request.
Others can give their opinion.

Hello house. I got my gcms notes. I have Review required in my employement records: for self declared duties. The officer recommended that employer did not provide an official employment letter or job descriptions.R75
I work in banking and my bank doesn't give reference letter to staffs who are currently working with them except you resign. That was why I gave a self declared job duties on a plain sheet. I can not your the office letter head too bcoz it is against the bank's policy.
What confused me is that I submitted my offer of employment letter and the officer is still commenting on it. Does it mean that he didn't see it? And what can I do if I can't get reference letter from my Bank?
