I don't think that holds true because we got DM on August 11th and haven't got PPR yet altho MVO confirmed that everything has been approved, only waiting for PPR and COPR. It's now Sept 17th - more than a month.

Got PPR in email today!!! Yay, we can get to Canada before the snow flies! OMG, not too much longer now.

I checked today and the flights are expensive! Twice as much as last week, unless you want four stops and total 48 hour trip from SJO, Costa Rica to YVR, Vancouver, BC. The airlines have cancelled all kinds of flights (Air Canada, WestJet, AeroMexico, COPA, Avianca) even from last week and layovers through Toronto are min. 10 hours on a $971 flight - sleeping at the airport because you can't leave it.

I think we receive PPR when the VACs open in our countries.
I think this is true if you wait for MVO to send you PPR, however, if you send them a webform and tell them you will pay for shipping of passport and supporting docs to them, as well as return by courier, they will likely send you the PPR.

I followed Mitch55555's advice and, that's what he did, got our PPR today. It isn't cheap but if you can manage it, I believe it's worth it.
