Meron chance. I'm over 40 and I got approved. My wife got a work permit also, and visitor visas for my kids. I also got refused once. Got my GCMS notes and worked on the reasons for refusal.
I see po. How about kung 6 times na narefuse, advisable pa rin po ba?

Yes po. My GCMS always said that my proposed studies were not reasonable in light of my experience. I've already changed programs twice, and I still get the same reason. For a background po, I'm a BS Communications Technology Management graduate and have been working for 18 years.

What are you trying to take now? Usually, if you have a bachelor's degree already, the only reasonable course to take is a masters degree which should be in line with the course you finished. Then you have to justify why you're taking it, and why it's beneficial considering you have been working already for 18 years. What additional benefits will it bring?

I'm applying for graduate certificate in Technical Communication. I tried to apply for Masters in Communication in York U and Carleton U but they rejected me both.

I'm not sure how they will accept a graduate certificate. I guess it's just a matter of justification. And try to highlight the benefit of you getting the additional studies. I showed a computation of my ROI and a job offer after I complete my studies. The job offer states that I will be promoted once I complete my studies.

Agree with above and to add:
Not sure if I was able to share this before, for me I decided to go for a grad cert. What I did was I included my reasons for not going for MA (I anticipated that they may question why I am taking a grad cert instead of MA given my solid work exp). Also, included how the grad cert will help me with my career aspiration (for this i also included the grad cert program overview as it reflected the possible future positions [which included the position I was aspiring for]). I also gave an overview of my Bachelor's degree (curriculum) and highlighted on what it lacks (for my career progression) and linked it to the curriculum of my chosen grad cert (how it addresses the gap of my bachelor's degree). For your case though given that you already have previous refusals I think it may be best to go for MA but of course it's still entirely up to you, you know your profile best :)

Yes, if you're okay with "small towns" (though it's a city and land size wise it's big) then you can consider this school plus compared to other universities this is slightly cheaper :)
Thank you po. Would the acceptance chance be higher if ever also?

Yes so long as you meet the conditions:

How long is a post-graduation work permit valid?
How long your PGWP is valid for depends on the length of your study program.

If your program was less than 8 months
You aren’t eligible for a PGWP.

If your program was more than 8 months but less than 2 years
We may give you a PGWP that’s valid for up to the same length as your study program.

For example, if you completed a 9-month program, we may give you a work permit for up to 9 months.

If your program was 2 years or more
We may give you a PGWP that’s valid for 3 years.

If you completed more than 1 program
You may be able to get a PGWP that combines the length of each program.

Each of the programs you completed must be

  • PGWP-eligible and
  • at least 8 months in length
