It has been over 8 weeks since the status change to 'Decion Made' appeared regarding my file status. Still I have neither received a email or a physical mail at my home in Canada. Whether a email or a mail will be sent by the authorities ? Also, may be the delay is due to Covid challenges ?

Please let me know.

Just yesterday, in response to my enquiry thru web form, I recd. the following response:

Good day Chellamani Athazhawallur,

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).


We verified the information on your file and are pleased to inform you that your permanent resident card (PR card) has been approved.

Once the card issued, it is sometimes randomly selected in order for you to pick it up in person at an IRCC office. This random selection is done to allow IRCC to gather information in our continuous effort to improve the processing of PR card applications.

As your card has been selected for pick-up, rest assured that you will be informed of the date, time, location for pick-up, and of the type of documents you will be asked to bring with you in due time.

Due to the ongoing situation related to the novel coronavirus (COVID-19), some IRCC offices are currently operating with reduced or critical staff only.

Rest assured that you will be informed if additional information is needed.

We hope the information provided is helpful in assisting you with your enquiry.

My questions :

1. Does it conclusively mean that they have decided to renew my PR card ?

You’ll need to apply for a PRTD or land in the US, wait 14 days and enter via the land border.

You will need to prove that you are in compliance with your RO when you pick up your PR card.

But I have a ques. When I made my application, I stated everything clearly and truthfully and also the fact that I have not fulfilled the RO. So I presume that they are aware of this right at the inception of processing of my application in May 2019. In such an event, to ask me to prove for fulfillment of RO, either for PRTD or for the card pickup seems somewhat contradictory. Would appreciate your further valuable points.

Just another guess: they may be trying to give you a chance to prove that you have settled (or are in the process of settling) in Canada instead of denying your application (and proceeding to revoke your status) outright.
Like everyone here told you, PR renewal is conditional upon fulfilling the RO, or -failing that- presenting a convincing H&C case for why you should be allowed to continue residing in Canada, not merely visiting.

So maybe it's a "test": if you do show up and demonstrate that you're living in Canada -> Congratulations, you get a new card (but are still in violation of RO). On the other hand if you tell them that you've been out of the country for the past year and don't plan on moving then they can deny you and advise you -rightly- to apply for a visitor visa. Or it could be anything in between..
Or maybe your card was issued for whatever reason (H&C, oversight, policy, spouse-almost-a-citizen, COVID, etc.) and -like the letter you got stated- it was chosen randomly for pick-up. Maybe there won't be any questions asked if you do go pick it up. Maybe there will be questions. Maybe they will agree to mailing it within Canada. Maybe they won't..

It's a lot of maybe's - we are all speculating here since no one knows what you actually wrote in your application and what their decision-making process was like. You will have to wait for their letter outlining the next steps and consider your options then.

Personally, if it is just about being able to visit while continuing to work and live elsewhere, I would consider renouncing the PR status and applying for a multi-entry visitor visa. This could result in less stress and fewer questions (now and every time you cross the border, since you'll continue to be in violation of RO, even with a new PR card), and from your description, I'd say you have a relatively easy case for a visitor visa: you are employed and living elsewhere, you had the PR for a while but didn't actually move to Canada, you have a pattern of having visited in the past (I assume), and even renounced the status willingly (if you do end up doing that). But it's your decision of course if you want to continue fighting for the PR.

When you pick up your PR card you will be expected to show that you meet your RO on that date again,

Will it be treated as an offensive one and can have some other repercussions ? Are there chances that they may consider such a request favorably ?

They will check your passport and see if you are currently compliant with your RO and see if you have established recent ties to Canada. A decision made doesn’t guarantee approval. You had to be in Canada to apply for a renewal. Did you enter Canada? You will need to apply for a PRTD or enter via the US land border to pick up your card. Is your family currently living in Canada?

I will apply for a PRTD and then come over. My family (wife and a son) are living in Canada and valid PR holders and my son has applied for citizenship also. I have a condo jointly owned with my wife and am fulfilling mortgage obligations properly.

In its email to me, IRCC has stated that it will inform by another email of the documents requried to be brought in by me, in case I am asked to come over physically for the card pick up.
Normally, what sort of documents are asked for by IRCC ??

Passport, list of your entry and exit, etc.

A foreign national can own a home in Canada.
