I heard its much harder for speaking and writing , i need clb 10 in both but got clb 9 in ielts

People can either reach the required levels or not. Both tests are comparable.

Talking about english test, I have taken both IELTS and CELPIP. In terms of difficulty level, not heaven hell different and that's what they are designed to be.
celpip writing is slightly easier. instead of an essay, you write your opinion on some common topic, eg. a garden or a mall in an empty space of the city.
In celpip speaking, you need to talk to a machine for 40 min on some weird topic but quite straightforward. To me i need some time to talk normally in such setting. When you are used to it it's nothing difficult.
ielts speaking is just 15 min human interaction. Just talk like you normally talk. no stress

If there is no history of ailments, you should scale through medicals. Many people with inadmissibilty issue knew they had one or two ailments so that's always a factor.

I thought you can keep a valid old IELTS even if you did a new test. I am not sure. Can somebody clarify this please.

you can keep your IELTS old score, as long as it is valid

If you gave IELTS 10 times and your oldest test gives you maximum points, you can use that as long as it is valid.

I looked at the page and did not find this. I'm fairly sure that since this is not stated, we can send in any IELTS results as long as it's still valid.

The decision to update your profile with IELTS scores solely lies in your hands. You obviously can not update a new, not-so-good IELTS score if your old score is better. People only update their profile with a new score if it is an upgrade to the old one.
