Can a PR holder who came through Express Entry (from abroad) but received an Ontario PNP move to Quebec?

I was wondering if a PR holder can move to Quebec when they came through the EE (with an Ontario Nomination) assuming they spent two or three months in Ontario looking for a job but the only opportunity that they found was in Quebec.

Thanks for the reply. I have kept a track of all the job applications I made by province (Ontario had around 120/202) all the rejections, all the no replies, time to rejection etc.
