Hi everyone.
I really hope some experts can help me with it.

Having a serious problem now, is my pgwp expire at end of Sep 2020.

Also at the same time, I am looking for new jobs, even they plan to offer me job, but once I bring the close work permit sponsorship thing to the new company, I got hard no....

So because of this, I am hesitating to asked my current employer about it, cause I am afraid of getting a negative answer.

We have HR, should I bring this question to HR or ask my manager?

Otherside is I called to IRCC, after they knew my situation, the rep from there suggest me to apply BOWP through the paper base, cause it will take longer to process, and I may get my AOR during waiting. And send them an explanation letter to let them know why I apply BOWP instead of close work permit and the problem I am facing.

I would suggest to try to talk with your manager about the possibility of a closed work permit (if you're a provincial nominee, that would be exempt of LMIA and the company wouldn't have too much work [you can also explain what the company would need to do in this case]). The closed work permit can give more time (2 years), and reading the forums it seems something easier to be approved. If the company doesn't agree (what was my case), you can apply for Bowp.

The Bowp is a suitable option for a Pr applicant, and if your provincial nomination has no "employment restrictions", to my knowledge is totally fine to apply for it instead of a closed work permit (it's up to the applicant). For a paper application, I believe (not 100% sure - please double check) that you would need to have the application received (or even an work permit application AOR) before your work permit expires (it may be difficult to reach it when sending a paper application), but online this would be fast in 1 or 2 days (so you may can think about applying for BOWP online some days before your work permit expiration, in order to be safe and give more time to you receive the AOR for the PR application [but explain it in your LOE, that you will add the AOR through web form later]). You would be on implied status and allowed to keep working with current employer.

For a paper application, you would need to have an AR (application number) before your work permit expires (it may be difficult to reach it), but online this AR would be in 1 or 2 days (so you may can think about applying for BOWP some days before your work permit expiration - maybe 1 or 2 weeks, in order to be safe and give more time to you receive the AOR for the PR application [but explain it in your LOE, that you add the AOR through web form later]). Thank you so much!
just want to be clarified.

The AR is the time when Sydney office received my files is that right? And we can only know by the tracking update through courier, correct?

And if I asked my manager or hr about the LMIA, and they can't support it, because I think they have to pay around 200+ and provide some company information.
I can do BOWP, with just AR?

And which way you suggest I apply the BOWP? Paper base or online?

You're welcome. Sorry, I edited my answer to be more correct (please check it again). Exactly, the AR is the time when Sydney office receives your mail (that would also appear, later, as an information in your AOR).

You can explain to your company that as you're a provincial nominee and because of it the company doesn't need an LMIA (that would take long time to be approved) but just pay a small fee and do the procedure of adding a job offer in a specific government website. I would say you can propose to pay for this 200 compliance fee (to be discounted from your payment), and the company information

I can share some links:
- IRCC's Employer Portal for the International Mobility Program: https://www.youtube.com/watch?v=WjxIUOtQ0XU (this would have the step by step that the company needs to do pay the 200 and add the job offer [receive a number that you will need in your work permit application).

- Foreign workers nominated by a province or territory (look for things for provincial nominee):
https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/foreign-workers/exemption-codes/federal-provincial-territorial-agreements-r204-lmia-exemption-code-t13.html

https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/hire-foreign-worker/temporary/international-mobility-program/how-to-hire.html

If you go through Bowp. I would say that probably is better to do online, because you would have the application created and an AOR for it pretty fast (1 to 2 days). But I believe you may can ask an immigration consultant just to make sure you follow the best direction. I can suggest this one (you can send him your question: https://jpimmigration.com/). I also would say that you should make sure your application is completely correct, and with all required documents (or more), and maybe ask for a review from an immigration consultant (reading the forum for months, I have the impression immigration officers are pretty picky with Bowp application).

And my biggest concern is, I don't have my AOR yet for my pnp paper base application, which you say I can provide it later online if I apply my BOWP online? Or even I apply it through the paper I can still provide my AOR later online?

Because I don't have how long it will take them to generate an AOR for me, cause I want stay at implied status a bit longer to get more time wait for my AOR.

I understand. If the paper application is possible, may it be better in your situation (as I said, I think it's a little risky as we are pretty close from September).
There are some threads about this subject in the forum, like this one (with people who already had this experience - and may can have another view): https://www.canadavisa.com/canada-i...rd/threads/bowp-without-aor-pnp.602099/page-4 (just an example, but there are others).
