Progress bar 100% on July 8

I raised webform twice but received only "your background verification have not been initiated". They can't even answer if I meet the eligibility. VO in Sydney, NS.

Nothing here also,

AOR Jan 31, 92 % progress bar, gonna raise webform on august 1.

I saw this in the eligibility criteria for Nurses. "meet eligibility criteria in place at the time you are issued a Letter of Interest"
How do you interpret this? because my ielts will expire this July 28. I already passed my application and received completeness check. Do you think they will still look at my new ielts result which is lower than my old ielts?
