Application for non - optional and non discretional travel visa

Hello everyone,i applied for PR...my BG check and DM are still in progress,i live in Estonia and my VO is in Warsaw Poland.i want to apply for non discretionary exemptions visa to meet with my wife,a permanent resident in Canada.....haven applied for visiting visa twice and DENIED after submission of my documents....Please if anyone has the information on how to apply for this exemptions visa without been denied or any advice if its save to apply for this visa have been denied twice.

Same visA rules its not a free pass.

there is no trick here, you have to apply through regular visa application and because you are also applying PR, the rejection probability is high.
