I got a email replay for my web form request. Officer said

Due to the ongoing situation related to the novel coronavirus (COVID-19), some IRCC offices are currently operating with reduced or critical staff only.
We are working on processing applications as quickly as possible; however, processing times are affected and any disruption caused by COVID-19 is not reflected accurately on our website. We will make all the necessary efforts to finalize your application as soon as possible.

As far as I saw, my ready for assessment status has been there since November 2019. I guess security check is taking its sweet time! XD
A39 - A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themselves or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made

This is not from an officer, this is from a call centre representative and also a general reply to all their webforms in regards to application status and process.

this for new migrant from outside Canada. not for inland refugees.
Nothing like this in my report. I think these are not important for refugees and their families unless who applied bankruptcy and their family live outside Canada. I see one blank page( hidden under white) under Security heading in middle of my ATIP
Yes you are right. I think Only call center employees are working in pandemic
because they can be reached with just 20-30 minutes wait time. before very hard to connect them via phone
