Guess this can help but the challenge of getting past a home country checkin agent still exists even if they have the option to call Canada Immigration it can be a lot different through a phone call versus face to face with a CBSA officer.

Some airlines (Air Canada) will call CBSA before borading to confirm and if CBSA does not think it is essential, boarding will be denied.

How did you draw that conclusion? The rule is the same for Canadian citizens and PRs.

yes, that is indeed "depends" because it could be regarded as non-essential. But it is applicable to both citizens and PRs.

good call! I did not notice that. But I believe it is "typo" and it is applicable to Canadian citizens' spouse as well as PRs'.

Also note that what you are seeing is not a CBSA document, so there could be errors in what is written there.
