Yes, it decreased to 22 months. Perhaps this is good news for all ;)
HI I believe the only reason processing times decreased 1 month is because it's an average of the last 12 month. Since no one got their copr since mid March then they are only using data from may 19 until March 20.
I believe processing times on the website will increase significantly once they start issuing copr again as it will take in data of the people currently waiting for a response. Most of them are over 23 months, hence an increase in the average processing times.

This is Nael from Egypt, my situation is close to yours somehow, AOR and Biometric was in march 2019 and received prearrival services on feb 2020. my application started processing 26 feb 2020.
i should be waiting for medical request now.

Thinking about it, it makes sense that none of our files are progressing. All our files are paper files (and pretty bulky ones), which are probably being stored in the Sydney office.

But, as IRCC clearly communicated, agents are currently working from home. So they are probably just working on online applications right now (i.e., for other programs).

After all, It wouldn't be practical for agents to take hundreds of paper applications to their homes (also, it wouldn't be safe to have our paper files being transported around). For this reason, we won't see much progress in our files until the workers return to their offices.

Only temporary workers program for agriculture are still getting response as it is a national emergency.
Even if ircc workers go back to office they would have to wait until borders reopen to restart working on applications again like visas for international students.
And even then, we still don't know what would be the new immigration quotas. They will obviously be further cut down as businesses are slow, operations are down and many canadians are jobless which is the governments' first objective before bringing in immigrants.

There's this website and then there's this one. I'm not sure which one to follow, and I'm confused as to what the difference is.

EDIT: So, today's the day: May 6th, 2020, my estimated completion date. My profile has updated and now says this in place of where the days remaining were: "Your application is taking us longer than usual to process."

Additionally, it now says this:

"Your application is taking us longer than usual to process.

About 20% of our applications are more complex to process. They take us longer due to things like how easily we can verify information, how well and how quickly you answer our requests and whether the application is complete.

If you aren't seeing updates, contact us using this Web form. Make sure you read your messages and take action when we ask you to."

I understand your hypothesis but what is your justification for the last increment happened 2 weeks ago (from 22 to 23 months)?
If they use the data till March 2020 for calculation, how could the processing time has increased 2 weeks ago?

I also expect delays in processing but they would probably not let it take more than 2 years.
Based on this opinion, I expect to see bulk MRs and PPRs in the following months.

my questions for you are: how did you know that application started processing in 26 feb 2020? what is prearrival services and how did you get it ? should we prepare for a request of updating Schedule A and Police clearance certificates ?

I don't know bro maybe in the 2 weeks time average went from 22,5 to 22,4 months which is of course rounder to a whole number on the website from 23 to 22.
I also hope to see huge bulks of ppr and mr following this pandemic but to be honest it's not realistic. They have to take into account unemployment rates (which is high right now so there's a need to employ Canadians first) and market labor needs estimates for the next months or years. Not to mention the planes capacities of boarding people from abroad (even though a good proportion are inland already here) cuz you can't have more people boarding each day than the actual capacity. There's a lot of the economic policies that will be reformed which will then affect the immigration policies obviously. Immigration quota will be back to "normal" (CAQ govt standards) in the average term but they will most probably be cut in short term due to the pandemic and how it affected businesses and our consumption habits.
Let's all hope the pandemic fades away as soon as possible for the best

This is not true. I got my work permit renewed 10 days ago (and I'm not in agriculture). Many of my friends got their work and study permit renewed online. IRCC is in fact working across all online applications.

The increment is explained by the fact that it's measured by the 90th percentile of applications that are processed. It's not an average. IF the 90th percentile falls below this threshold, then the estimates move from 22 to 23. That would certainly explain your question.

an update in my application in the on-line services as follows:
  1. We received your application for permanent residence on December 6, 2018.
  2. We sent you correspondence acknowledging receipt of your application(s) on March 1, 2019.
  3. We started processing your application on February 26, 2020.
and they should send us first requesting the PCC , regarding the prearrival services i received it by email almost same day as they started processing my application.

As some of you might have noticed, the tracker now has a login system to prevent modifying other's cases. If anyone has not linked their existing cases, please do so in the tracker.

The tracker is also getting lot of new users lately and many new cases (2020 PEQ category) are added. Thanks to someone who posted the tracker in the French forum. So now we have more data and many active users. This will allow everyone to estimate timelines and various stage movements with more confidence. Thanks everyone for supporting this tracker.

there is issue linking my case a message prompts with that no case to link or already existing, and i am sure i did link it before, but now i cannot view the CIC time lines.

I think it is a glitch but if you log out and log in again, you will be able to see the tracker.
