Depends I guess on your current qualifications and the course you plan to apply for.

Seems you are already in Canada on a work permit .

People often just submit an application to all colleges/unversities that have the course they want and see who responds before making a decision.

It all boils down to your course but if you ask Moncton takes the lead, then university of Winnipeg, lastly sasketchewan....but I'll suggest you check universities in Winnipeg e.g University of manitoba, Brandon university......cause universities from that side do have high acceptance rates....
