She doesn’t actually, coz she was married in India in the traditional way and never registered her her marriage. Is there any other way I can / she can prove that they’re the same person?

her landing document from 1990 has both, i.e: my fathers name and her husbands name, will that suffice ?
Birth certificate is mandatory for sibling relationship. Utility and Hydro bill is required to prove sibling is living in Canada.. PR card is required to prove sibling is Permanent Resident. Passport is required to prove Citizenship. Marriage Certificate is not necessary

My Father's name in my passport is: "Rama Krishna Satyanarayana Murty" and in my brother's passport, it is: "R K S N Murthy Pabolu"

My Mother's name in my passport is: "Padma Raja Savithri Devi" and in my brother's passport, it is: "PadmaRaja Savitri Devi"

You can submit an affidavit for one and the same name.

How can I get an affidavit? or Just explain the same on a Judicial stamp paper and get it notarized?
Its the same thing. Better talk to local notary, they know the format. Many people come across name issues for various documents. The notary will tell you which documents to bring, and you can submit that along with the passports to prove sibling relationship.

Sorry...One last question

As the notary cannot be done at this point due to restrictions of Covid 19.
Will it be okay, if I submit all the passport copies along with the letter of explanation confirming the relationship.

I can not comment on that. Visa officer will decide whether to accept your explanation or not. They will come back and ask for an ADR

Yes i did the same thing and got my PR dont overthink

Neither did i submit any birth certificate passport did the job for me and it will do it for you as well
