Tourist Visa for Thai National - Is our case strong enough?

Is my partner's case strong enough to get approval for Canadian tourist visa this time? Her first try was rejected because they didn't believe she would return to Thailand. I was not involved in the first try and the agent we used took the liberty to submit her application as soon as they received the minimum required documents so we didn't have a chance to send over supporting documents.

I want to bring my partner to Canada for a week to take her to Niagara Falls and then to introduce her to my cousins and relatives in Quebec. We've been together 2 years. I have dual citizenship (Canadian & Thai). My girlfriend has a stable job at a company she's been working at for a bit over a year. She has a letter of employment from the company and a supporting letter from her direct superior explaining the importance of her role. She owns a house and we've gotten the title deed translated. She's got her bank statement (back dated 6 months) with more than enough funds for 1 week in Canada. She's traveled to 10+ countries including Singapore and Japan, but hasn't been to any non-Asian countries yet.

I was born in Bangkok, and I live and work here. I own a house here and car here. My parents live in Bangkok. My father (Canadian) has been living here for over 29 years. Neither my father nor I own any property in Canada. We will be staying at my Aunt's house in Quebec.

Does this give them enough assurance that my girlfriend will return to Thailand with my father and I? What else should I include? Thank you in advance for any advice.

Probably the main challenge you face is the fact you are Canadian. IRCC may be concerned that you plan to bring her to Canada on the TRV, get married and then sponsor her inland. Give the application a try but don't be too disappointed if it's another refusal. If your aim is in fact to live together in Canada, you may need to sponsor her outland. The fact she owns property is good. It would be better if she had traveled to countries outside of Asia. Good luck.

Give the application a try but don't be too disappointed if it's another refusal. If your aim is in fact to live together in Canada, you may need to sponsor her outland. Also, I'm not sure whether this helps the case at all, but we plan to travel to Canada in April and right after Easter, we (me, my gf, my dad) will leave Canada to go to Hawaii (which we will need to apply for a US visa for her as well). My parents have bought a vacation package and are inviting my girlfriend and I to join them. So the actual plan is to go visit Canadian side of my family in Canada and then fly from Canada to Hawaii. Does this show them that we plan to leave Canada?

No - the challenge is for her to prove strong ties (not you). She should include as much evidence as she can to show strong ties.

It sounds like she has applied and been refused before. What significant things have changed since the last time she applied to now?

You can provide an itinerary but do not actually book or pay anything until she has the visa.

People can always chance their minds. So I wouldn't say this is going to be hard proof that she plans to leave Canada. It would be better if she already had an approved US visa, had traveled there previously and then returned home - and could show this in her travel history. However I know this doesn't fit into your current plans.
