Food for thought:
10 people go to McDonalds and order same one burger and pay same price as separate orders. McDonald says that it will take 12 minutes to serve the burger. 6 out of 10 people randomly get labelled as 'M' and get the burger in 3 minutes... while rest 4 are labelled as 'N' and have to wait till 10/11/12 minutes to get the burger. Are the 4 people wrong is saying that this is not a professional service? (Answer is: No, they are right in saying so). Is McDonald giving proper professional / fully transparent service to all customers (Answer is: No, not at all). Are customers correct in asking why they were labelled as 'N' and not 'M'? (Answer is: Yes) Do the customers have 'right' to go against McDonalds? (Answer is: No, McDonalds already said it will take 12 minutes, now wait)
the gap between 3 minutes and 10,11,12 minutes is just 7 to 9 minutes the gap between 4 months and 12+ months is 8+ months. I’m not saying you’re wrong but you certainly can not compare.

Although I am not 100% sure that pre-arrival means that eligibility is done or BCG is in-progress/done. Pre-arrival can safely mean that file is being processed and not lying in some queue unprocessed.

Assuming that pre-arrival means that eligibility is done and probably BCG is in progress, the only plausible reason for such long delay of 2-3 months after pre-arrival would be rationing...somehow they dont want to give visa quickly. For whatever reason.
Assumption is based on the fact that after a pre-arrival no one was asked for further proofs in regards their relationship. The first step was either one of pre-arrival, or request for additional docs, phone call, or interview. People who attended interview were sent pre-arrival within days, those who submitted additional docs received PA within a month or so, someone who got phone interview got it same day, and many received PA directly without any further information request in order to prove their relationship. If ever a PFL was issued after pre-arrival, it was due to other aspects such previous Visa refusals etc.

But, our concern is only about the timeframe elapsed in file processing. Either all applications must be cleared within 3-4 months , if not then everyone should wait for same 8+ months like NDVO. I am myself suffering due to this discrimination based on no idea what. I am in living in Canada for over 20 yrs and now I am standing in this queue like fools, whereas on the other hand, an international student who received PR last year, her spouse got PPR in 2.5 months time from Mississauga. I am not against it if anything good is happening to others, But its not fair. That makes me feel like a victim with no fault of mine, because I have also submitted all the required information along with the application. And if still something was insufficient according to the visa officer, they must get back to me quickly to ask for whatever is further needed. Making us wait for months on like idiots is not an appropriate way.

I don't know from where you got this that I am saying that it is fair that people whose file is moved to ndvo have to wait longer. I am saying that it is absolutely unfair that some people have to wait longer without any of their fault. That McDonald analogy precisely had this message.

But officially we do not have 'right' to say anything against IRCC since it had said 12 months beforehand and we opted being aware of it.

Please read carefully.

Dude... I am not comparing.

That analogy was a light-hearted but precise analogy about (a) whether ircc is right / wrong. (b) we have any 'right' to complain.

No amount of explanation (student visa load at NDVO / lesser staff) justifies the point that the delay is unfair to people whose file is transferred to ndvo.

Absolutely its not fair and that's what I just mentioned.. timeframe should be equal for all applications in same category.
I fully understand your analogy. I just gave a little explanation about the facts related to pre-arrival

For all people waiting for decision made.... does (a) email come first or (b) it gets updated in ECAS first ('Permanent Residence Application Status' = 'Decision Made') or (c) message in GCKEY.

I guess after ECAS has been updated to Decision Made, one gets an email of PPR in few days. I might be wrong.

Did you get Decision Made on ECAS? Timeline?

You will receive PPR email directly. No idea how it is in GC-key if you linked your application there.
