It all depends on your refusal reasons and what you have done to fix them every time.
 
My Canadian study permit got refused 2nd time...the officer gave the same reason...not satisfied that I will leave the country after my course
There is a reason written after that...what was it? Family ties, finances, bona fide student?
 
I got refused 3 times, now my agents are telling me that they will change my college and course,
My college and course previously was, northern college pures Toronto, pgdm in supply chain management, now they have applied in lambton college Toronto in marketing management - digital media(phdm). I have done MBA FROM India in Marketing and hr with experience in social work and little bit of experience in sales, the reason given to me in all the three times was same , that you will not go back to your country after you complete your studies hr in Canada.

Neither of these colleges are logical furtherance of an MBA. Both are likely paying your agents significant commissions for referring you.

Actually , I had the same concern, but 3 refusals made me think if the course isn't matching to my previous studies, but I am confused a lot and don't know what yo do.
