How'd you know? You called them?

I think its pretty obvious CIC are extremely backlogged. I am not expecting a decision on my application anytime before June next year. It's better to lower expectations so we don't turn into a stress ball.

6 months processing time seems very unrealistic in my opinion. The absolute lucky ones are the ones who'll get it within 6

Did you send them a webform? Thats the automated message you get... basically telling you to calm down and back off lol.

They won't entertain your questions if you are still within the 6 months processing time.

Yes I called them yesterday, it is miserable to know that there hasnt been any update for months together and see applicants get approved in 30 days, 40 days etc

Believe me I know, I have a colleague here who applied two weeks after me and was approved a month ago. It can easily frustrate you if you want it to.

Like I said, In my mind, the deadline for my application is next June, not February as promised by IRCC... I'd be thrilled too if it comes by June.

To be precise, this is my wife's application and not mine. They even refused the Visitor Visa, both of us are getting desperate because of this delay.

those who get approved in 30 or 40 days, they might be re-applying again or priority because of bowp.

I guess the second level check on your eligibility will result in a definite pass on your eligibility and then your security will kick off very soon.
Second level check on the eligibility is done after the security check is concluded and that is done by the senior officer who in turn issues the PPR email once everything is in place.
Hope that helps and what i mentioned is as far as the process was concerned until July 2019

Your explanation does make sense, but yuyu said that his/her security hadn't been initiated when he/she was told that they were doing the second level check on eligibility, so I guess it is the case processing agent doing some checks on eligibility. Eligibility used to be a three-stage process--program assistant-case analyst-senior officer, but I don't know if the same path is still being followed now. Also, I have heard that the final check by a senior officer will not be as in-depth or thorough as the checks done in the previous two stages. The officer just quickly review the application again and then issue PPR. I don't know if this is the case.
True this is still the case and the application does pass by the program analyst (who checks the validity of the ielts examination, the ECA report and recalculates the CRS score based on this provided imformation, so i wont call this eligibility as much as its just an initial filter to ensure whoever goes to the case officer is actually above the crs score threshold),then the case officer ( who determines the eligibility based on work experience documents and proof of funds documents as well as education certificates and eca). Finally, the senior officer receives the file (after the securty checks and background checks are done) takes a look at the file and its on him to decide whether to approve and issue the PPR straight away, wait to get a batch of approved files and issue them PPRs all at once or God forbid reopen to check the file.
