Hi... I want to study in Canada.. Also I am eligible for PR.. Will it be advantage to apply for PR prior to take up admission in Canadian university? I. E in terms of fees, admission criteria etc..?

It will likely be harder to get into your program, especially if it is a university course, but less expensive.

Why will it he harder to get admissions into program of my choice ? I thought PR holders have preferences over international students...

Admission Standards for international students tend to be lower because they are admitted because of their high tuition fees which helps school budgets. Unfortunately many fail or have to change programs. There are more spots reserved for domestic students but the competition to get accepted tends to be higher since you are getting the brightest students not just the ones who want to study abroad and who can pay for it.
 
If you're eligible for PR, then by all means get the PR before pursuing the course. The saving in tuition cost will be massive. And most importantly, you will not have any working hour restrictions which apply only to int'l students.

Additionally as PR you are eligible for govt support as well. Its an absolute no-brainer to get the PR before enrolling for a course (if you're eligible)

Most government support these days are loans. The craziness of a OSAP paying people’s tuition whether they were in need or not is over. Definitely helpful but you still have to pay them back. Doing a full-time masters and working full-time is usually not possible. As a PR you do have the opportunity to work full-time and slowly work towards your masters part-time which is what many people do.

I was unaware of the OSAP difficulty. Even in the worst case scenario, he/she will pay less fee as a PR than an int'l student taking off some burden of working over-time and use that time to focus on studies.

What OSAP difficulty? OSAP was mainly a student loan program but there was a recent. policy to help low income students attend show at much reduced cost. It was supposed to help children from low income families attend university or college for the first time when they may not have chosen do so because of finances. Unfortunately many abused the system and didn’t declare income or manipulated their family situation or savings so that people where getting things like MBAs paid for while they were working full time. Ontario tax payers ended fully funding many students when they had to pay for the same education while in a similar financial situation years ago with loans. Many immigrants took advance of the program since it was easy for them to declare no income in the past year which was often a lie. There were no CRA records to compare to.
