For the official list of DLI, check with the IRCC website above. It would tell you if the institution is a DLI and if it offers PGWP qualified program.

I have checked and the institute is a DLI but it didn't say anything about the course been eligible or is it safe to assume all courses are eligible for PGWP?

Check the column Offers PGWP-eligible programs if it's yes or no.
