Can anyone advise on how someone living outside of Canada can get a job in any of the designated communities approved for the Rural Pilot Program? And how to get endorsement from a community.

More details about the program would be released in due course. I'd advise you to wait till you know more about it.

I am wondering if anyone is planning to submit an application for the Rural and Northern Immigration Pilot Program for Permanent residence as international student. If so, how are you going about it, do you have a FULL TIME job offer? Did you contact your community already?

As I see this program will work as follows.
1) The community will discuss with local business about what NOCs are in demand and designate such businesses
2) Applicants will need to contact the said businesses offering their services/skills
3) Some interviews will be conducted via Skype maybe
4) If successful the business will tell the community to issue some recommendation letter
5) applicant will gather all supporting documents and send it to the community
6) the community will nominate the applicant for PR

But that is just my guess.

It should be similar to Newfoundland and Labrador PNP, where they have a list of designated employers and NOCs requested by each employer so you do not waste time contacting all of them one by one, like I did with employers in New Brunswick and Prince Edward Island who just listed the companies without listing relevant NOCs.

Let's just wait a couple of weeks before 4 communities start their application process.

I am not sure, but I guess there will be a list.

But as you said maybe any employer will do.
