I have a question I made a refugee claim but then withdrew it in June of this year because I had to leave to go back home I had a serious family emergency I would like to no if I can have a refugee claim reinstated and how do I go about doing that my email is as follows Jason7ward_7@icloud.com thank you.

It's not possible to reinstate your application / refugee claim. I'm assuming you are back in your home country now.
 
I had write a letter to the minister of immigration they sent back a email and in it had I can’t write a letter to the RPD this is what was in the email
In some cases, individuals whose claim is considered withdrawn may apply to the RPD to have their claim reinstated. That is what was in correspondence email they sent back ok well can u tell me what steps I can use to get back to Canada please
 
Am not a student when I with draw my refugee claim they issue a removal order it had inclusion order for one year and it also said am not to reinter the country with out the minister permission
 
You’ll need to wait until the exclusion order is finished. You will need a TRV and most likely an ARC. And that won’t guarantee you can return. It won’t be easy to come back.
 
TRV arc how do I apply for those
If you applied for asylum in Canada and now are outside, you can safely assume that you will not be issued a TRV, period.
One of the fundamental requirements for a TRV is that the applicant will leave Canada at the end of their TEMPORARY stay. You clearly have no such intention.
