Question about Government Position

Hello,

I'm filling up my EE application and my spouse did an internship in a government sector for 2 years. However, he was not hired directly by the government, he was hired by an internship agency, who was responsible for the placement and payment of students doing internship. We are not claiming points for this experience, it will be listed in the Personal History section, but we are not sure if this position would fall into a government position or just employment.

Any leads/suggestions?

if you are not claiming points for it, it should not matter a lot, reply to best of your knowledge using loe or cover letter to explain your situation
