That has already confirmed happened with a previous user who got his PPR just days after Ralph's office mentioned 'eligibility not met' and he hadn't provided IRCC any updates.. hence my hypothesis

I just wanna say believe in your god. Sooner or later golden mail will arrive.
In my case about 3 weeks ago I mailed. Ralph goodale and he said my eligibility was not met.
I inquired to ircc agent bt they said they have no idea about it.
Ordered gcms last week but not recieved..
So I just wanna say don't believe on communication recieved apart from ircc.
I don't think so...his updates are not reliable..in my case he said eligibility not passed bt still recieved ppr without any adr or other concerns..

Yeah here's my pure speculation:
Level 1 of the eligibility check is part of R-10 (initial clearance)
Level 2 is when the first-line reviewer marks an application as recommended pass / review required / not met
Level 3 is when the officer makes a definitive pass or fail

When I called up cic last they mentioned my file is done with 2 levels and only one is pending. They did not disclose what are these 3 levels but now I guess I understood the levels and it's what you have clearly specified. It's already been a week since I made the call. God knows when will I get the golden email

Hahaha...Sab moh maya hai...only the PR email is real... ( For people who don't know Hindi, Sab moh maya hai stands for 'all things in the world are not real; they are a presumed reality of the world held by people.' )

Just kidding! We are our own worst enemies. Trust in the system, trust CIC to get our applications approved. We may be delayed but we are getting there. Once that email becomes a reality in our inbox, we will laugh at our doubts and where our mind takes us...

Yeah here's my pure speculation / assumption / theory:

Well, that would mean according to my theory that Level 2 hasn't started yet.. Also how can they have RR or red flags if they haven't even looked at it yet? I'm trying to emphasize that what I'm saying isn't ground in cold, hard facts straight from IRCC. It's all speculation..

Hmm you are absolutely right... I am at 203 day today... have given up checking my account daily ... but rely on this jan group a lot ... full of lovely good people...

This forum has also seen some PRs where eligibility was not initiated until the end and the file got cleared with a week or even 2 days... And I am talking only about the Jan 2019 AORs. @harnav sra your file will get cleared before you know it. Don't think too much into it.

Yeah I'm sure that's about as long as it really takes them to work on any file.. matter of a few days, once they actually around get to it..

Guys, I know it's nice to think of how peaceful and gratifying it will be when the PPR arrives. And on a personal level, of course it will be!

But on a systemic level, Canada has left a bad taste in my mouth with this immigration system with no deadlines and no transparency. People make plans and entirely important life decisions based on these estimates. Thousands are getting invited every few weeks under the pretext of this 6 month estimate, which frankly who knows how true it is! Even today, their website still spits out this same estimate with zero acknowledgement/acceptance/honesty of how things have been slowing down for so many.. and that's very disheartening!
That being said, I really hope IRCC gets its act together and hires more staff, so they can at least meet their own estimates..

I hear you when you say that all our plans go on hold. It even goes as far as people mocking on still being here after u though u would be long gone to Canada. I understanding that you're venting but I feel things will be better soon..
