There is a forum called “How to order GCMS notes, a step by step process”. It was created by @Sue2017. Here is what she says about ordering notes:

How to apply GCMS / ATIP notes.
Only a person who is in Canada can request the notes. Get your sponsor to request on PA'S behalf!

If principal applicant is in Canada, he/she can request for himself and apply for free under Privacy Act.

If sponsor is requesting it on behalf of Principal applicant, you need consent form from PA and $5 fee. You can receive consent form from spouse via email and upload it. Apply under Access to Information Act.

It takes about 30 days to receive by email. It is a ~30 pages document (can be more than 30 pages)

Consent form:

Anyone knows if they are processing applications in July at Mexico ? heard some Vo's were closing for vacations a few weeks... would be the worse that this super late VO would do so... still wouldn't be that surprised.

Just finished with MP representative. She seem serious about it and is going to take a look into why it took 6 months for them to start the applicants process(march1, 2019) and send the correspondence receipt letter(March 12, 2019).

She explained to me there's 3 stages the visa office looks into. Medical after receieved, eligibility and background check. Apparently the back check includes the Venezuelan police certificate we submitted and theres two other background checks they do that even she doesn't know about.

I explained to her my wife passport expires April 2020 and that she will be here before the passport loses any validity. Passport should be valid for six months in order to travel to Canada and I guess that's true for Venezuela as well.

What is everyone's experience with MP? Is this some sort of sales pitch or stats?
Mine is useless. haha
But the reality of the situation is they dont have any other insight than your notes will give you. They have a direct line to the Call Center, remember that. They only speak to the call center and dont have to wait. They have zero direct access to the officer handling your application. I actually got a better picture by ordering the notes and using this forum to figure them out :). Maybe the MP would be helpful if you are over your 12 month timeline, but then again we can email the VO directly too.

I don't think the whole VO shuts down but certainty possible some officers take vacation as they are entitled to do. They are human too, have kids, need vacations. I'm sure come August/September things will start ramping up again.

Is that how it works? Things pick up during August and September?

Does anyone know how long it usually takes to complete the rest of the application after VO request passport?

At that stage is application about 80% complete?

There is no actual trend. Its like any other office , people take vacation, people cover vacation, slow times busy times. Hang in there :)

I think you should call again. I called yesterday and was told my application is in transit to Mexico. I don't know how much weight to put on that and processing can start months from now but at least its something.

"In Transit ? " .... Called last week and they said it's still at Sydney but gonna be sent ... yeah right but when damn it ?... They said the same thing in May and June. Same statement... a bit getting tired of those evasive answers.

In Transit could be meaning is on the queue to be sent ... like mine is...

I feel sick to my stomach now, just spoke with my MP and said a review is going to be held on my application after August 11 for the eligibility. Then that's when they'll proceed with background check*slapforehead*.
She told me if interview is required then it's going take another half a year, which really made my stomach turn. If that's the case my wife won't even be able to travel outside her country(Venezuela). She was telling me Canada will issue a travel document if she can't renew her passport. What is this travel document? And she can use it to leave her own country with an expired passport with that travel document?

MP will call me back around August 25th, to give VO some time and space for the eligibility review. Medical is complete.

She spoke to senior officers of the ministry. So I'm not sure how truthful that is, because I was explaining my whole background story of our wedding and how we met and how I communicate with the younger brother of my wife. She's on the phone "mmhmmmm, yes, mmmmm". I know from there she can't do much more but check status of the application.

The only thing that alarmed her is when I told her why I took so long to apply for sponsorship when I got married in late September 2016. Is that really an alarming alert to everyone? Even my lawyer tone of voice changed when I told them why I took so long to apply for the application. I'm feeling it now. :(
