I am not saying the person did the wrong thing but if he/she have checked the lico and/or rules properly before even entering the name in the fcfs draw, another person who is truly eligible would have got the chance to apply and reunite with the family.

Everyone wants their parents or grandparents to reunite with them and stay with them forever, Even though paying the full amount of fees and taking the hassle of applying, it was not rewarded as he/she was not eligible to apply and in Canada, eligibility rules are really strict.
Yes rules are strict for a reason. Many do not respect the process unfortunately which is wasting precious time and resources.

Seems IRCC stops moving this week.
I asked IRCC about the ecas status and the processing time, below is their response:

You would use the principal applicant information to check ecas, unless the sponsor was appointed as a representative. Once we find your application complete, we’ll send you an Acknowledgement of Receipt (AoR). This document will contain the information you'll need to check your application status: https://bit.ly/2VRFG51. Note how long it takes to review your application and send the AoR depends on how many applications we get and if your application is complete. Thanks for your patience.

Hello, I'm applying for Parent's Sponsorship. One of the requirements is the Photo of parents. How do I include their photos if they are in the Philippines? I am the one submitting the documents here in Canada. How am I suppose to include their photo if they are still in the Philippines? Thanks for your help.

Ask them to get it clicked and stamped on the back by the same photographer and courier you. Also you will be asking them to sign the forms so when they send you the forms with signatures, they can courier you the photographs as well.

You will ask them to take their photos and courier it to you. You will also have to get the forms signed by them so send them the scanned copy of the completed forms for signature, and they can courier everything back to you along with photos.

Ah okay. I only have 10 days, do you think I can still make it? How long will it take to courier the docs and pictures to me?

They are signing their own application forms, scan and send it to me then I will print it. The only problem is the photo requirement.
And you are facing this issue 6 business days away from the deadline (2 days mail delivery time)? Most of the applicants got their signed forms and photo back from home, some from far away then Philippine.
