You aren't even PR yet so yes you can apply to bring your wife and step children. Depending on whatever country you are from it can be very unusual to marry a widow with 4 children for your first marriage so your should have proof of all the normal marriage customs especially if that is the case.

Not just the legal documents but also proof of wedding customs and celebrations (Photos) that are a norm in your country. If it falls out of the norm, expect Immigration to assess your file stringently.
