This one is better but probably still fake. How much are they asking you to pay?
 
Also, if you search "Bluverse" on Google, the first suggestions that appear are "advance fee fraud," and "scam" so it seems like it's definitely a scam given the number of people - including on this forum - that have warned about its scam status.

Further, their website says they are located in the Fraser Valley, Quebec. Definitely fake. The Fraser Valley is in BC.

It's fake.

But if you want to pay that fee, get rejected for the visa, potentially be banned from Canada, and never get your visa - go ahead.

There are several explanations. Your friend isn't telling the truth, The visa is fake.
