I am PR and planning to apply for Spousal sponsorship of my wife who is a french citizen. She is currently living with me in Canada right now.
Q.1 Being a PR of Canada, am I eligible to apply for OWP for my wife?
As you go through the checklist you will have the option to include an OWP application with her PR application. So yes, you guys can apply for an OWP. Just make sure you go through the checklist thoroughly and pay the proper fees. (Do NOT pay the $100 OWP fee, you want the more expensive one.)

Far I know the fees are 100 plus 155. If they don't want to the OWP return due missing fees.
 
You're not alone, we also submitted ours early morning on the 28th and we haven't heard anything either.

Did you put your application on the Google tracking table? It's easier to know where they are working on now.

No I haven't, I'm not very good with figuring out that sort of thing. :/

So if you open this link (https://docs.google.com/spreadsheet...BiE67fUmznYQrNhYVWXPXXJBw/edit#gid=1405936773) you'll go straight to March applications tracking table. You'll see the list with all the applicants (including me) that are already listed there. You just have to follow the examples. : )
Name (same as here) - date they received your application - date you received AoR - date you got to link your application online - etc... And you can keep updating it. Hope it helps. : )

Yes, my situation is likewise yours. You can sponsor her inland and at the same time apply for the OWP.

Sponsorship application received March 8 and AOR on May 10. It took almost 55 days to get aor from IRCC. I’m PR and my wife is on post graduation work Permit, which is going to expire September last week 2019 ( 4 more months). We didn’t think about submitting open work Permit while we send our application package. Now We’re worried about her status in Canada and what is going to happen after September. So my question is
1) can I add/apply open work Permit now with my sponsorship application even though we have received AOR from IRCC.
2) or should we apply for visitors visa to stay and work in Canada while my application in progress OR
3) try LMIA (closed work Permit) from current employer.

Yes, she can.
Apply for it now and send it to the centre in Edmonton. It will take about three months to get it though. If the OWP is not granted before her current WP expires, she can continue working.

Your application has not been approved in principle. You can only apply for OWP on paper.
Approval in principle is not AoR. Check the terms used in sponsorship will help you understand things better.
 
When we apply for PR + OWP we send the application to Mississauga, right?

I saw the Edmonton address in that link and got a little nervous. :X
 
I've got an update on my end.

Application Received: March 28th
Application Returned: May 13th.

On the very end of the IMM 5669 form there is a section with an electronic signature. We didn't do a physical signature beside it. :/

We're re-submitting our application and I'm going to duck out of here and join the other May applicants.
