Today Ecase Permanent Residence Application Status has changed to Decision Made. But CIC account still showing We are processing your application. We will send you a message when there is an update or if we need more information from you.

Is that normal?

I suggest you call them, sometimes they miss email or mail.

just got a call with them:

they haven't finalized my case yet, but very soon. And PPR should be sent to my email, even my SA was sent via mail.
