Does anyone know if receiving provincial and federal student loans and grants will count as social assistance and make me ineligible to sponsor my wife? I won't be receiving them at the moment that I submit my sponsorship application, but I will have within the previous 6 months and won't have them all paid off yet.

You're fine -- by social assistance they mean what is often referred to conversationally as welfare. So if the government is providing for your basic needs then you are receiving social assistance. If you have student loans, if you're receiving EI, on mat leave, etc, that is all perfectly fine.

No student loans are not considered assistance.
 
You will have to show how you will support your family. A student loan usually doesn't provide enough money to support 2 people.
