My common-law partner applied December 16, 2018. Submitted and received biometrics confirmation December 21, 2018. Today, March 25, 2019 got a "new message", Correspondence Letter, this doesn't look at all like a Correspondence Letter. The subject said "validity of your biometric information". Which seems weird because the letter when downloaded is not the same as what the website says. Is this normal?
The final decision does say: "Your application was approved. Check your messages below for details."

The letter doesn't describe anything, just tells that the biometrics is valid for 10 years. Did they send the wrong document? or can she enter Canada and get the SOWP at POE? or what are her next steps?

from where you applied, where was you at the time of applied ( country ) and which method you use for apply ?

In your application, is it showing "Approved " ?
When checking the online application. At the heading "Details about your application status", there is an "Application step" called "Final decision" which states "Your application was approved. Check your messages below for details."

And at the top is says to check this final decision:
Application status
A final decision has been made. Please see the final decision below.

Congratulations your application has approved, don't worry
Call IRCC customer care and let them know about technical problem. they will help you on this.

Thank you for your replies, We've receive the correspondence letter now, 1 day after getting the approval. I could't call IRCC, because they had a high volume of calls, like always, seems impossible to get someone

Hey Just checking if you included $155 +$100 as the fees??? where is your application at??

I just submitted app for my wife... but included only $100 (holder fee) ... i am worried that it might be returned.....
yah, it will back with reject reason insufficient fee.
try to send remaining amount to them.

Oh, sorry to hear that. FKL shared a good link, here is another link for R205(c)(ii), read under R205, then under "C" and then under "ii) click exception C42 which applies to spouses of international students.

I would suggest you wait for your study permit renewal, and once you have SP with long validity, apply for your spouse OWP. I would suggest you write a cover letter and mention following details, from your spouse side

My spouse is a full time student in XYZ college / university, designated learning institution (DLI # --- ---- ---) and I am requesting spouse open work permit under C42 exception, R205(c)(ii). and then read above paragraph and attach all required documents.

I was wondering if she’s eligible for an Open work permit while PR application is in process? Please advice.

The same happend to me. Refusal was twice saying 205(c)(ii) not met. Please help me what to do.
My wife’s visa has same thing they mentioned after that I requested for case notes and i case note they mentioned your and your wife name is hide on mc and i am not satisfied from your marriage.

Yes, she can apply for open work permit even if her profile is under process for PR
