Should destination and port of entry match.(Toronto Destination and flight via Montreal to toronto)

Hi Guys Urgent help needed.
I have an COPR that says destination as Toronto. But I have booked my flight tickets to toronto which is via Montreal. (Stop over time is 3 hours)

My questions are :

1) Is there any issue if I land in Montreal and take the connecting flight to Toronto.since my port of entry is montreal.?
2) Where should I be doing my COPR Formalities is it in Toronto or Montreal ?

Please guide,

1)no issue as you have an onward flight to Toronto
2)you complete immigration landing formalities at the first POE into Canada so Montreal

1) There is no issue in landing somewhere else other than destination city on COPR but except Quebec.
1) AFAIK Your immigration formalities will not be completed in Montreal, as it is Quebec.
Quebec has special laws, you should have a CSQ letter to immigrate at Montreal. They do immigration in montreal but it will not be completed, you have to go to other immigration counter to complete it. However you have connecting flight, you can have it in Toronto.

So just for clarification for others here given Montreal to Toronto is a domestic flight with no immigration controls where are you suggesting the OP goes to on arrival in Toronto given sure the OP would like specific information.

I am not clear about that, my experience is, I had come to montreal, as my destination city Is different , first I went to toronto and then came to montreal.
I read in a few places, that immigration will not be completed in quebec, if you do not have csq. I was also not clear about it , then I booked tickets to toronto.
It is vice versa, if you have quebec Visa, again your immigration would not be completed in other cities.

This is incorrect. OP will land as a PR in Montreal. There is no issue because they have an onward flight out of Quebec.

This is incorrect. OP will land as a PR in Montreal. There is no issue because they have an onward flight out of Quebec.
It means,there is an issue if they dont have onward flight..?

It means that CBSA *may* refuse to land someone in Quebec if they don't have a CSQ and proof they they intend to leave Quebec.
