HE has no status.We applied for permanent residence before Christmas holidays and visitor visa.But I am a Canadian citizen and my two kids.

The short answer to your question is that there is some small chance that his TRV will be approved. However it does tend to be more difficult to get an approval if you have a spouse in Canada since IRCC knows the person likely has plans to remain in Canada long term. To have the highest chance of being approved, the applicant should show ties to their home country in the TRV application like employment, assets and property ownership if possible.
If you have already applied for the TRV, then there's nothing you can really do at this point but wait for a response.

If my husband buys his ticket showing he will go back...is that a better chance I will get visitor visa

Yes - a TRV is a visitor visa.
The 42 days is just an estimated processing time. It can take less time for the visa to be processed or much longer.
Do u have any advicefor me??what should I do.i don’t want to go back to Iraq...there’s isis and it’s unsafe for my kids
