1. Yes I attended the info session in March 2018 and received nomination from NBPNP at the end of July 2018
2. Unless you have high French skills or relatives, you must attend an info session in order to qualify for sending an EOI and receiving a nomination
The only ways to get NBPNP nomination are:
1. Work In NB
OR
2. Relative in NB who is Canadian PR or citizen and there for at least 1 year
OR
3. Attend NBPNP info session in the past 24 months from the date EOI submissions are accepted
AND
Work experience (minimimum 1 year) in one of the in-demand NOCs
OR
4. Proven French language ability through TEF exam
AND
Work experience (minimimum 1 year) in one of the in-demand NOCs
The list of NOCs get updated - so you need to ensure your NOC is one of the in-demand occupations
For the info session, it has to be within 24 months before the EOI submissions open. Example, if EOI submission opens in january 2019, you have to have attended an info session between January 2017 and January 2019 to qualify. Anything before that is not valid

NBPNP holds info session in different countries throughout the year. You can check livinginnb.ca for the info session dates and countries. Again, currently there are no sessions planned for December, but they will probably start again in January 2019
You can check Prince Edward Island to apply, as they don't have strict criteria for EOI submissions
You can also look at provinces like Manitoba and Saskachetwan. Nova Scotia used to have IT in-demand but not any more unfortunately.
Or - depending on if your CRS score is above the cut off score - you can wait for a direct ITA from CIC or - if your CRS score is 400 and above - you can possibly get a nomination from Ontario PNP (but this would be next year as they have reached their quota for this year, like NBPNP)
You can check the other threads in the forum to see which provinces have IT related in-demand occupations, or you can also visit the website of the province you are interested in.
I doubt NBPNP will remove the information sessions - the sessions have helped way too many people in terms of getting PNP nominations and for NB it is a crucial way of recruiting foreign talents into their province.
So I suggest, if you are really keen to immigrate to NB, you make a plan to attend an info session in the coming year. Otherwise, you can try the other provinces like Prince Edward Island or you can try to improve your CRS score to get a direct invite.
They should have sessions world wide especially india.. majority of immigrants are from india

From my own opinion, you can do everything yourself without any need of a consultant.Even with 76 points, you still need to fulfill one of the other criteria of relative, work, skilled French or info session for NBPNP

No. You stand just as much a chance in provinces that accept EOIs from outland applicants who do not have Canadian job offers as any other. The minimum cut off score for PNP programs is usually 67.
For British Columbia, Newfoundland, Nunvuat (as far as I know) and Alberta you need to have job offer
The following provinces don't require job offers, but they have other criteria - the main is that your job NOC is on their in-demand list.
If you have a NOC that is in the in-demand list (and that's different for every province), then:
For Ontario you need a minimum CRS score of 400 to qualify for the OINP HCP stream, although last year they accepted those with scores as low as 350 - but it seems to have been a one-time thing. You can also try to qualify for the French Speaking stream but you need to have high French skills
For Manitoba you need to have a close/distant friend or relative who is a Canadian PR/citizen and living in Manitoba for a minimum of 1 year
For New Brunswick, you need to have a relative in NB, high French skills, worked in NB, or attended an info session in the past 24 months
For Nova Scotia, you can check the in-demand occupation list for Category B. However, Category B has opened only twice this year and closed within hours
For Prince Edward Island, you need to have an Express Entry profile. However, PEI PNP can be quite slow and when giving nominations, they prioritise those already living/working/studying in PEI
If after you meet all the above criteria, you have a score of 67 and above, then you have a chance to get PNP nomination
So I suggest, pick a province, and see if your job is in their in-demand occupations list, see the other required criteria to submit an EOI and then do whatever is necessary to meet those requirements so you can apply for PNP
