It can be you just need to keep trying combinations. I would wait about 6-8 weeks to allow them time to get app in the system

Our application was received last July 23rd in Sydney but we haven't received an acknowledgment receipt. My partner tried linking our paper application to an online account before but got a notification "can't find the application on the system". It has been over three months now that we haven't heard anything from the CIC - Sydney. Thanks for your reply.

You need to have your uci number that they issue you once they receive and start your file inorder to link your account

Wouldn't they contact us first before they send back documents if ever there's something wrong or missing?

no they just send it back with a letter advising of the issue
