I have Canadian PR through FSW and completed all the formalities. I still reside in USA and haven't moved to Canada yet (I am done with landing process though). My sister (in India) is applying for FSW to immigrate to Canada along with her husband. My question is can she receive additional points as I am Canadian PR but not living in Canada yet? Thanks

No - she can't.

You must be living in Canada in order for her to get the additional points.

Besides proof of relationship, a family member in Canada has to provide proof that he/she is currently living in Canada, and not just a PR status.
Because you haven't moved yet, won't work.
